For the best defense, Ground types have very effective defense against Toxel, and will be resistant to damage from Toxel's STAB attacks:

Toxel's type is Electric and Poison.

Toxel is especially vulnerable to Ground attacks, it will receive a super effective four times (4x) the amount of damage! Since Ground type Pokemon are especially strong against Toxel, you should attack with this type of Pokemon.

Toxel has a weakness to Ground and Psychic types. These Pokemon types will be strong against Toxel, causing Toxel to take a super effective quadruple (4x) damage from Ground type attacks, and causing Toxel to take a super effective double (2x) damage from Psychic type attacks.

Please keep in mind that Toxel is resistant to attacks from Electric, Fairy, Fighting, Flying, Grass, Poison, Steel types, and these attacks are not very effective and cause reduced damage, so they should be avoided.
