The types that are strong against Ho-Oh are Rock, Electric, Water type Pokemon.

For the best defense, Rock types have very effective defense against Ho-Oh, and will be resistant to damage from Ho-Oh's STAB attacks:

Weaknesses

Ho-Oh's type is Fire and Flying.

Ho-Oh is especially vulnerable to Rock attacks, it will receive a super effective four times (4x) the amount of damage! Since Rock type Pokemon are especially strong against Ho-Oh, you should attack with this type of Pokemon.

Ho-Oh has a weakness to Rock, Electric, Water types. These Pokemon types will be strong against Ho-Oh, causing Ho-Oh to take a super effective quadruple (4x) damage from Rock type attacks, and causing Ho-Oh to take a super effective double (2x) damage from Electric and Water type attacks.

Ground type attacks will have no effect on Ho-Oh, as Ho-Oh is immune to this type of damage! Please avoid these types of attacks.
